Objective
To maintain a continuing dialogue that leads to an effective
working relationship between the residents of Elmira and Sulco.
Activities
The panel meets at Sulco at least twice a year for a dinner
meeting to offer advice to Sulco on the following:
- Matters
of concern to local residents about the chemical industry
in general and Sulco in particular.
- Initiatives
that Sulco is considering for improvements in site operations.
- Questions
of effective emergency response and public safety in the
case of an incident at the plant.
- The
content and design of the regular newsletter to neighbours
and local businesses.
- Planning
events at the site that involve the public such as an Open
House.
- Ways
in which Sulco can continue to be a good neighbour.
Membership
The panel involves approximately a dozen local people drawn
from a number of different constituencies:
- Emergency
response
- Health
- Residential
neighbours
- Town
council
- Senior
citizens
- Chemical
Engineering expertise

- Students

Diversity
The panel tries to reflect the diversity found in the community.
Public
Record
The existence of the panel and its membership is a matter
of public record.
Minutes
Minutes of panel meetings are maintained. They are prepared
by Sulco and circulated to panel members in advance of the
next meeting. A copy of the minutes is available at the local
library.
Confidentiality
Matters discussed at the panel meetings are not confidential
in nature unless specially identified as confidential. Panel
members are encouraged to talk about the topics of discussion
at the meetings. Panel members agree that they will not discuss
the views offered by other panel members at the meeting.
Meeting
Dates
Meeting dates are decided upon at the previous meeting.
Agenda
Items
Items are decided upon wherever possible at the previous meeting.
Conduct
of Meetings
The General Manager, the Plant Manager and at least one other
member of the Sulco staff attend meetings. An external facilitator
assists meetings.
Term
of Office
There is no fixed term of office, although panel members are
asked to make a commitment of at least one year.
Visitors
From time to time the panel or the company will invite guests
to participate in panel meeting who can contribute to specific
topics. If a neighbour wishes to attend a panel meeting they
should contact Sulco. Attendance is only limited by the space
available.
Compensation
There is no compensation paid to panel members, although if
expenses are incurred as a result of activities on behalf
of the panel, (i.e. travelling to a meeting out of town) Sulco
will reimburse the panel member for reasonable expenses.
Responsible
CareŽ Verification
The panel will recommend a member or members to take part
in site reverification procedures for Responsible CareŽ.
Evaluation
Each year the panel considers its own effectiveness and how
representative the membership is of the community.
